The Kuriakose Elias College Library policy is aimed t establishing an institutional framework to aid an effective and dynamic library and information service that meets the information needs of all the stakeholders. It acts as a guiding manual for both the library staff and the library users in dealing with the facilities and services offered by the library. The policy highlights the library’s attempts at integrating itself with research and other academic activities and encourages the active involvement of the stakeholders in the same. The policy provides guidelines as well as procedures for acquiring library documents, their technical processing and organizing them for their optimum utilization. Rules and regulations issued by the authorities for operation and management of the library and the procedures for providing library services to the users are also elaborated upon.
The function of Library Advisory Committee is to support the library functioning so as to facilitate the development plans and be a bridge between the library, the academic fraternity and the college management. The purpose of the Library Advisory Committee is to act as a channel of communication between the college library and its users. The Library Advisory Committee meets quarterly to review reports presented by the Librarian on operational issue concerning the library. Library Advisory Committee consists of Principal, four teaching staff, Librarian and one student representative.
Library book purchase is on the basis of recommendations from faculty on priority basis. After verification by the Librarian the recommended list of books are presented to the purchase committee for approval. The Library staff usually recommends general reference books and those materials not covered by departmental subject categories. Requirements of textbooks by students are also considered for purchase.
The Library conducts physical stock verification to maintain accurate record, which helps to prevent loss of books and also update the catalogues.

For loss of documents by a member, he/she must report the loss to the Librarian immediately and replace the latest library edition, if available or pay upto 3 times the latest price of the document or the price of the document or the price fixed by the authorities. The Library will issue a non-liability certificate to the students after clearing all dues in the Library and to the staff members before relieving from the institution.
Members are requested to handle books, periodicals and other resources in the Library carefully. In case there is any damage due to the negligence of a member, he/she shall be liable to pay the replacement cost. The Library is committed to providing an environment that is conducive to study as well as welcoming to all users. All Library staff and users of the Library should respect the rights of others and refrain from making excessive noise while using the Library.
